What Happens During Open Enrollment Closeout?

During open enrollment closeout, the system finalizes all enrollment activity and prepares data for the new plan year.

The process typically includes:

Step 1: Apply Ending Plan Rules

The system executes any “Ending Plans” rules, determining how enrollments in expiring plans are handled. This may include creating passive enrollments where applicable.

Step 2: Archive Current Plans and Elections

Make sure Existing plans and elections are:

  • Ended
  • Archived
  • No longer available for modification

This ensures a clean transition into the new plan year.

Step 3: Activate New Elections

All employee elections made during open enrollment are:

  • Activated
  • Moved from “Open” to “Current” status
  • Ready for the upcoming plan year

What to do Before Open Enrollment Closeout

Before closing out, brokers should ensure all required steps are completed to avoid downstream issues.

Complete Ending Plan Setup

Make sure the Ending Plans configuration is finalized.

This step determines:

  • How expiring enrollments are handled
  • Whether employees are passively enrolled into new plans

Incorrect setup can lead to enrollment gaps or incorrect coverage.

Set Up Automatic Closeout

Whenever possible, schedule an automatic closeout.

This allows the system to:

  • Execute closeout at the correct time

Confirm Payroll Integration Setup

If using payroll integrations, it’s critical to confirm everything is aligned before closeout.

Be sure to:

  • Set up all required deduction codes

  • Schedule the “Send Deductions Date” for transmitting enrollment data
